Executive Summary

Americans are faced with change. Global competition, information technology, demographic shifts, and changing tax laws have confronted the population during the 1980s and are certain to continue through the end of the 20th century and into the 21st. As we adjust to these changes, we are challenging traditional ways of thinking about work, benefits, individual and family responsibilities, and employer-employee relationships.
