How to Apply to the EBRI Fellows Program

Individuals wishing to apply to the Fellows Program should email a cover letter and a copy of their current vitae to If email is not avialable, the material may be sent to the address below.

If an applicant is also seeking project funding, a letter of intent, rather than a fully developed proposal should be included. The letter of intent should be no more than two double-spaced pages. This minimizes the demand on the applicant's time, yet helps the Institute determine whether a proposed project falls within the Program's objectives. The letter must detail the deliverables from the proposed research.

Generally, EBRI seeks projects that frame a specific public policy issue in a nonprescriptive style using a format accessible to policymakers. In keeping with our mission, EBRI will not publish studies that advocate specific policy recommendations.

The letter of intent should contain the following information about the proposed project:

  • a brief description of the topic to be addressed and its policy significance;
  • a statement of the project's principal objectives;
  • a description of the research or evaluation methodology to be used;
  • an estimated timetable and budget for the completion of the project; and
  • the qualifications of the applicant.
