Kris Haltmeyer

Kris Haltmeyer is vice president of policy analysis for the Blue Cross Blue Shield Association (BCBSA), a national federation of independent, community-based and locally operated Blue Cross and Blue Shield (BCBS) companies. Today, one in three Americans is covered by the Blue System.  

Kris oversees policy analysis and strategies to support BCBS companies, in collaboration with BCBSA’s legislative, regulatory, research and modeling teams. Since joining the Association in 1996, he has led regulatory and policy development on a wide variety of topics, including health insurance reform, exchanges, benefit requirements and government programs (Medicare, Medicaid, CHIP, FEHBP). 

With more than 30 years of experience in strategic analysis, policy development and federal representation, Kris has contributed to the debates on each of the major laws impacting health plans in recent years. These include the Consolidated Appropriations Act (CAA), Affordable Care Act (ACA), the Mental Health Parity and Addiction Equity Act (MHPAEA), the Medicare Modernization Act (MMA) and the Health Insurance Portability and Accountability Act (HIPAA).

Prior to joining BCBSA, Kris was a health policy analyst with Blue Cross of California and WellPoint Inc. He worked on issues impacting older adults with state government and research organizations in California. Haltmeyer has a master’s degree in health service administration and a master’s degree in gerontology from the University of Southern California.  He holds board positions with the American Benefits Council (ABC) and the Employee Benefit Research Institute (EBRI).
